The project's medium-term objectives are to develop the legal, institutional, and technical framework for the administration of property rights, and to demonstrate the feasibility of a systematic land rights regularization program, initially in rural areas. | Project Tasks | The overall objective of the pilot project is to design, develop, and implement a Integrated Cadastre and Registration System (SIICAR) for the Land Administration Project. It also will strengthen the legislative and regulatory frameworks in the Republic (e.g. security of rights, titles, and real estate transactions). ILS will carry out a full business area analysis (BAA) and provide business process reengineering (BPR) recommendations to streamline technical and intra and inter-institutional administrative processes and procedures for agencies connected with immovable property registration and the cadastre. Based on the BAA and adopted BPRs ILS will prepare a full systems requirement specification ( SRS) for the registry component of the integrated system. All supporting IT infrastructure for implementation of the system will also be defined. The SRS will be used in customization of ILS’ automated title registration application, LRS. To create SIICAR LRS will be integrated with the ESRI ArcGIS-based cadastre application developed by the National Land Survey of Sweden, ArcCadastre. The Project will use SIICAR as the sole source of information for all land and real estate ownership rights and interests in Nicaragua. SIICAR will be open, transparent, and easily accessible for all registered parties/entities allowed to conduct land transactions. | Implementation Team | International Land Systems, Inc.
