Project Objectives/Components

The key goals of the project are to accelerate the privatization and land titling of 1.8 million agricultural land parcels and 13,500 non-agricultural enterprises through the issuance of State Acts guaranteeing ownership. The achievement of these goals is underpinned by the Project's legal component, which focuses on assisting key government agencies in the simplification of procedures and regulations for privatization, land titling, registration and acquisition of non-agricultural land.

The Project also conducts extensive public awareness campaigns to increase stakeholders' understanding of land related issues, and provides free legal advice and practical assistance to land owners for real estate issues.

Project Tasks

• Implement nationwide agricultural land titling program, including:
• Procure nationwide satellite orthoimagery of Ukraine for use in land titling.
• Negotiate agreements with 25 regional Governors allowing project to work in the regions and coordinate implementation plans with 25 regional Land Resource Departments.
• Tender cadastral surveying activities for approximately 1.8 million land parcels, encouraging private sector involvement to reduce costs, resulting in 250+ contracts.
• Design streamlined, cost effective, cadastral surveying & mapping methodologies for implementation on a mass scale across Ukraine .
• Plan and implement quality control procedures for large-scale titling effort.
• Manage contracts to successful issuance of land deeds despite obstacles from government and Ukrainian vested interests.
• Implement nationwide enterprise land sales program through network of regional coordinators.
• Implement legal reform strategy for streamlined legal & regulatory environment
• Implement nationwide public information strategy.
• Coordinate public information campaign with titling work for maximum impact.
• Conduct national, regional, and local political efforts to maintain support for project.
• Establish central project office, evaluate and hire staff.
• Establish 7 regional offices, evaluate and hire staff.
• Establish 25 regional coordinators for enterprise land sales.
• Plan nationwide strategies for the five project components.
• Manage 50+ local staff throughout Ukraine to drive project to successful conclusion.
• Build and manage land title data archive of 1.8 million+ parcels.
