- To hire and train local experts in developing the most appropriate national land registration system for Ukraine ,
- To develop an implementation plan including financial outlines for the implementation of a NRETRS.
- Creation of a conceptual design for a NRETRS
- Technical design of a NRETRS
- Review and drafting of appropriate land legislation,
- Institutional reviews,
- Information system plan for information gathering and sharing including the use of an automated digital cadastre and GIS ,
- Financing and implementation plan,
- Media campaign.
| Project Tasks | - Establishment of a technical implementation team in Ukraine including 15 local experts.
- Review all existing institutions in Ukraine for relevance in NRETRS,
- Prepare conceptual and technical designs for implementation of a NRETRS utilizing existing data, resources, and personnel,
- Prepare working papers on related issues such as: Review of Land Registration Systems in four countries in Western Europe and Australia ; Land Law Review, Land Use and Zoning Implications for a NRETRS, and integrating a NRETRS with an automated cadastre and GIS ,
- Conduct national seminars and workshops for presentation and review of design documents.
- Drafting of national legislation to enable a NRETRS,
- Coordinate with all donor agencies.
- Provide unbiased review of hardware and software systems required implementing a NRETRS.
