Project Objectives/Components

The overall objective of the pilot project was to design, develop, and implement of a Unified Cadastre and Registration System (UCRS) in the Autonomous Republic of Nakhichivan (NAR). It will also assist in preparing the necessary legal framework and implementing regulations for a unified system, ensuring the security of rights and interests in all land and real estate registered in the system.

UCRS will be the sole source of information for all land and real estate ownership rights and interests in Nakhichivan. The UCRS will be open, transparent, and easily accessible for all parties such as notaries, bankers, real estate brokers, surveyors, and municipal and state property managers. UCRS will simplify the technical and administrative procedures and processes, which comply with legislation, for land and real estate transactions or any other related matters.

The system will provide tools and procedures that guarantee consistency between the textual and graphic components of the system for integration of the registration and cadastre applications.

Project Tasks

• Deliver, implement, and customize an IT-based Land and Real Estate Registration System for the Unified Cadastre Registration Project in NAR,
• Provide a system that is easily scalable and modular and capable of being expanded in other parts of Azerbaijan ,
• Configure and modify the software according to the local business functions in Nakhichivan,
• Integrate the cadastre map layer with the textual parcel data,
• Deliver operational documentation and training material in Azeri language,
• Provide technical assistance in the operation of the system and in the definition of its working procedures,
• Manage and coordinate the activities during the implementation of the system,
• Provide local support and maintenance program, and
• Provide a study tour for 6 people overseas.
