ILS is leading the implementation of Task 2 – Improve Operations of Urban Real Property Registration Systems. | Project Tasks | The key objective of Task 2 is to develop a pilot registration system in urban areas in collaboration with the Ministry of Justice (MOJ), State Ministry for Administrative Development and the Egyptian Survey Authority. Principal activities under Task 2 include: - Assessment of policy, legal and regulatory changes required to support a modern registration system;
- Enhancing MoJ capacity for property dispute resolution through evaluation of existing dispute resolution mechanisms, identifying possible enhancements and providing training to relevant judicial officers and legal professionals;
- Assess capacity building needs and institutional strengthening requirements for key implementing agencies;
- Design and delivery of training programs for mass formalization campaigns, rapid survey and adjudication techniques, and systematic rolling adjudication and registration;
- Design automated systems for capture, maintenance, and management of survey data and other relevant cadastral information for integration with automated property registration applications;
- Establish 2 model Registry Offices for pilot registration system testing, including business process engineering and automation, development of operational manuals, introduction of ICT, and extensive staff training;
- Encouraging and supporting increased private sector involvement in registration activities such as surveying, valuation, real estate brokerage, and notary services; and
- Design and delivery of targeted public information campaigns for improved stakeholder awareness of property registration, and to encourage an increase in the number of property owners entering the formal registration system and real property market.
